2008 Paint Program

1. The Paint Program provides you with free paint and prep supplies (usually $400 worth, less if you're not painting your whole house, more for very large houses).
2. To be eligible for the Paint Program, your entire household's
yearly income (everyone 18 and over) added together must be
lower than specified in this chart:

3. This program is for painting your home, not your rental property. However, your tenant(s) may be eligible.
- For owner-occupied two- or three-family houses, tenants are ineligible.
4. You may apply for the program anytime, but you will have to take care of any exterior property maintenance issues (such as non-operable or unlicensed cars, high weeds, and anything rotten or missing) before you can start work.
5. This program is only for the exterior of your property, not the interior. Anything on your property that's peeling, such as your garage, your shed, your deck, or your fence, can and must be prepped and painted. This means, for example, that you can't just paint your house and leave your peeling garage for another season.
6. It takes strength and stamina to prep and paint your house. Alternatively, you can hire someone to do it for you. Either way, the getting the work done is your responsibility.
Technical Details:
- The Paint Program (“Program”) is a form of assistance to the Participant.
- The Program cannot reimburse applicants/participants for supplies or paint already purchased.
- The Program provides vouchers redeemable for: (1) materials to prepare Participant’s dwelling for paint in a lead-safe manner, and (2) paint or other coatings. Participants unable to finish the Program must reimburse KCDC for the full original value of the vouchers.
- The Program consists of two stages, a prep stage and a paint stage.
- Before beginning the prep stage, the Participant must remove all leaves and debris from around the base of any structures to be painted.
- The prep stage lasts until all surfaces to be painted have been fully prepared, and all paint chips have been cleaned up.
- The paint stage will not begin until Participant completes the prep stage.
- The Program’s scope is the exterior of the Participant’s dwelling and all secondary or appurtenant structures, including, but not limited to, garages, fences, and sheds.
- The Program may not provide all necessary funds to prepare and paint the Participant’s dwelling, and the Program provides no labor.
- KCDC determines the amount of the vouchers provided to the Participant. KCDC’s determination of this amount is final.
- The Program requires planning and a considerable outlay from the Participant, either in the form of labor or funds to hire labor. Additionally, preparation for painting may expose underlying structural problems requiring repair beyond the scope of this Program. Participants are responsible for providing their own ladders and any other equipment that may be necessary to reach the tops of their dwellings.
- KCDC must verify the Participant’s income. Participant’s income is defined as the sum of all income earned by the Participant and all members of the Participant’s household 18 years of age or older in the 12 months prior to Participant’s application. Federal 1040 returns, W-2s, pay stubs, benefit statements, 1099s, and any other requested documents (or copies) for all qualifying income earners must be submitted to KCDC upon request.
- The Program may only be used by: (1) owner-occupants of single-family dwellings, (2) tenants of single-family dwellings, (3) owner-occupants of two-, three-, or four-family dwellings, and (4) tenants of investor-owned two-, three-, or four-family dwellings. Tenants must obtain property owner’s permission. Participants must meet income restrictions. Dwelling type is as classified by the Cuyahoga County Auditor. Owner-occupancy is as determined by KCDC.
- The Program may only be used if Participant’s property has no substantial structural problems, maintenance problems, or other non-paint-related housing and/or health code violations. Participants may become eligible for this Program upon their remediation of these problems. Program eligibility is at KCDC’s discretion.

Donations
KCDC does not accept paint donations, but many agencies do! For a list of these agencies and their contact information, go to the Cuyahoga County Solid Waste District and scroll down to "Where Can I Donate Usable Stuff?" in the right-hand column. Select "Paint" from the drop-down list.
