HEAP (Home Energy Assistance Program)

A program designed to assist eligible residents to meet the cost of home heating (natural gas, electric and oil, kerosene, or wood heating services) during the winter months. Eligibility is based on family size and household income. You must apply by March 31.
EHEAP (Emergency Home Energy Assistance Program)

Provides payment assistance once per heating season to income-eligible residents who have been disconnected, who received a disconnection notice, or have less than a 10-day supply of bulk fuel.
PIPP (Percentage of Income Payment Plan)
A payment arrangement plan for gas and electric services. Eligible residents pay a percentage of their gross monthly income to the utilities. Residents are responsible for the entire balance until it is paid in full. Contact your provider for details.
Housewarming Program

Administered by Cleveland Housing Network. This program is designed to save energy by checking, repairing, or replacing your furnace, insulating your home, and providing valuable customer education related to lowering your gas bill. Homeowners and renters who meet HEAP income guidelines are eligible.
City of Cleveland Home Weatherization Assistance

Administered by Community Housing Solutions, offers low or fixed-income residents energy efficient measures designed to decrease heating bills and improve home energy efficiency. Provides education to residents regarding weatherizing homes.
CLEVELAND PUBLIC POWER CUSTOMERS
Cleveland Public Power customers can receive energy-conservation services, including the installation of compact fluorescent light bulbs, replacement of very inefficient refrigerators, and correction of unsafe wiring or a roof repair/replacement, if needed, to further insulate their homes. Call (216) 774-2345.
Cleveland Public Power customers who are disconnected or threatened with disconnection can receive utility assistance during the 2005-06 winter heating season. Customers can receive up to $200 towards their bill to avoid disconnection or restore service. To be eligible for the program the customer must be below 175% of the federal poverty guidelines and have a disconnection notice, or service must be shut off. The customer must also have applied for Emergency HEAP assistance. Call (216) 664-4600.
